China News Service, Beijing, September 26 (Reporter Du Yan) A list of new industries banned and restricted in Beijing (2018 edition) was released in Beijing on Monday. According to the latest catalogue, Dongcheng and Xicheng districts in central Beijing forbid the construction of residential housing projects under real estate development and large public construction projects such as hotels and office buildings, as well as the construction and expansion of commercial facilities.
In terms of the open operation of real estate, Dongcheng District and Xicheng District prohibit the construction of new residential projects in the development and operation of real estate, except for the renovation of rundown areas, dilapidated houses and old residential areas, and the renovation of cultural relics reserves. New large public construction projects such as hotels and office buildings are prohibited. Large public construction projects, such as hotels and office buildings, will be banned within the east, west and north Fifth and South Fourth Ring roads in Chaoyang, Haidian, Fengtai and Shijingshan districts.
The catalogue also shows that new headquarters of central enterprises outside Beijing are banned from moving in; Strictly control the newly established or newly moved headquarters of city-owned state-owned enterprises, and strictly control the newly established subsidiaries and branches of city-owned state-owned enterprises in the six districts of the city, except the enterprises undergoing restructuring. Meanwhile, new and expanded commercial facilities will be banned in Dongcheng and Xicheng districts, and within the east, west, North Fourth and South Third ring roads of Chaoyang, Haidian, Fengtai and Shijingshan districts, new commercial facilities with a floor area of more than 10,000 square meters will be banned.
According to the catalogue, new hospitals, outpatient departments and clinics are prohibited in Dongcheng District and Xicheng District, except outpatient departments and clinics set up by legal persons and other organizations that only provide domestic services, as well as TCM clinics run by TCM masters and famous TCM doctors in the capital. No increase in the number of beds and construction scale of medical institutions will be approved. At the same time, the Fifth Ring Road in Chaoyang, Haidian, Fengtai and Shijingshan districts will not allow the construction of new third-level hospitals, except Chinese-foreign joint venture hospitals serving international exchange centers. No increase in the number of beds in tertiary hospitals will be approved; Medical institutions located in the central city should appropriately reduce the number of beds in the central city when planning the construction of new hospitals.
According to the relevant regulations on fire safety management of civil air defense projects, the Catalogue prohibits engaging in accommodation industry, setting up kindergartens, amusement halls, Internet cafes and places for disabled people in civil air defense projects. The administration of hazardous chemicals shall be further strengthened, and prohibited management shall be carried out for enterprises dealing in hazardous chemicals in central urban areas.
It is reported that the List of Prohibited and Restricted New Industries in Beijing was released and implemented in 2014, which clarified the bottom line of new industries and functions in Beijing and strictly managed the increment of non-capital functions from the source.
